The Users' Committee of the National High Magnetic Field Laboratory met at the NHMFL in Tallahassee, Florida on September 29 and 30, 1994.

Users' Committee members present were :
G. Boebinger, J. Brooks, N. Dalal, E. Jones, M. Maley, B. McCombe,
M. Naughton, S. Tozer, R. Vold, and E. Zuiderweg.
Users' Committee members absent were :
D. Awschalom, H. Stormer.

The Committee welcomes the three new members from the resonance communities: Drs. Dalal, Vold and Zuiderweg.


The Users' Committee joins the chorus of congratulations in response to the great success achieved by the National High Magnetic Field Laboratory with the 27-T resistive magnets. This achievement satisfies the first of the four priorities stated in the minutes of the May, 1994 Users' Committee meeting. For completeness, we list those priorities here:
1. the first two of the three 27-T resistive magnets: completely operational on time as per the
present schedule and with proven reliability;
2. equal priority is given to two projects: the 21-T (900 MHz) NMR magnet, and the 45-T
hybrid magnet;
3. the 60-T "long pulse" motor-generator magnet.
4. the third and fourth 27-T and a 30-T resistive magnet.


In response to a presentation on the NHMFL budget constraints given by H. Schneider-Muntau, the Committee has revisited the list of its priorities and makes the following statements.
€ The 45-T hybrid magnet program should continue as scheduled without delay.
€ Recognizing that the availability of the 21.1-T (900 MHz) high resolution NMR system is absolutely essential to the viability of the NHMFL as a national NMR user facility, the Users' Committee urges that the construction of this system be completed without delay.
€ The Committee recognizes the necessity of delaying the purchase of two of the five power supplies for the 60-T motor-generator magnet. However, we emphasize the need for undelayed construction of the magnet, including the control electronics necessary for testing and operating the magnet at reduced magnetic fields. Once funding for the final two power supplies becomes available in the next NSF grant period or sooner, these power supplies should be purchased immediately.
€ Following discussions among the Committee members, it was agreed that priority number four should be changed to reflect the need for a more versatile magnet of larger bore than 32 mm. This would be something on the order of a 25-T, 50 mm bore magnet which would accommodate various inserts including gradient coils, modulation coils, and high field ESR and FIR probes.

Hence, priorities 1, 2, and 3 remain as above, while priority number 4 will read :
4. the third 27-T (32 mm) magnet, the 30-T (32 mm) magnet, and a "modular"
25-T (50 mm) magnet which accepts a variety of special-use inserts

In addition, the program for implementation of NMR probes in the 20-T superconducting magnets should be made a high priority. The Committee understands that the spectrometer is operational, but that the shim coil design and fabrication process has been delayed. The Committee feels that substantive solid state NMR results on several materials would greatly strengthen the upcoming NSF renewal proposal.


NHMFL @ FSU: We are very pleased with the two recent hires, Professors James Brooks and Zachary Fisk, and are encouraged that the NHMFL @ FSU is actively pursuing the recruitment of three research scientists. We are also pleased to see that the position of Director of the Institute for Advanced Studies in Magnetic Resonance has been successfully filled by Geoffrey Bodenhausen. Now that a director is in place, we urge the NMR group to present a plan defining the NMR user facility, including the infrastructure, contact personnel and user support.
Recent FIR experiments make clear the necessity of incorporating vibration isolation in the experimental cells.
With regard to the NMR spectrometric facilities, the Committee urges the AIMR to make plans for the purchase of RF electronic consoles and probes for both the 900 MHz (e.g., triple or quadruple resonance with field gradients) and the 850MHz (e.g., CP-MAS with tight rotor control, and greater than 1kW pulse power) systems. In addition, extensive computing and data storage support for both spectrometers is needed.
NHMFL @ LANL: We continue to be concerned about the serious deficiency in staffing of the LANL facility. Maintenance of equipment and instrumentation and general user support are being severely compromised. The NHMFL @ LANL must have increased support staffing to be useful as a user facility.and we request that this be actively pursued.
NHMFL @ UF: We were briefed by Neil Sullivan on the status of the B/T facility at Gainesville, and are pleased that a user plan has been formulated and a contact person identified.


In the NSF renewal proposal, the Committee urges the inclusion of the following budget items:
€ funding for all items (magnets, power supplies, etc.) related to the top magnet priorities listed above which are being delayed due to budgetary constraints under the present grant.
€ financial assistance for users, modelled after the recently successful proposal to NSF for the ICR facility, including housing and travel assistance for users, and financial support for graduate students.


€ In light of the substantial successes of this Laboratory, the Committee wishes to express its concern over the present level of NSF funding, which is incompatible with the expectations for this Laboratory and ill-matched to the generous financial support from the state of Florida.
€ progress in the high field EMR instrumentation program should be accelerated, consistent with the existing plans for the NMR and ICR facilities.
€ a sample preparation room is necessary.
€ white/black boards in the magnet cells would be very useful.
